The Texas Conference Executive Secretary maintains corporate and church-related records of the conference and provides the necessary resources to empower and equip pastors for effective ministry. This position also serves as the Religious Liberty and Public Affairs Director working closely with the Southwestern Union Conference, North American Division and General Conference of Seventh-day Adventists regarding all Sabbath observance issues, as necessary.

David Montoya was born in Othello, Washington, and raised in Eagle Pass, Texas. He graduated from Southwestern Adventist College (now Southwestern Adventist University) in Keene, Texas, with a bachelor’s degree in theology. He completed his master’s degree at Andrews University in Berrien Springs, Michigan. He feels blessed that he served as a pastor in the Texas Conference of Seventh-day Adventists for more than 25 years. Most recently, he was pastor of a four-church district: Uvalde English, Del Rio Main Street Spanish, Del Rio San Felipe Spanish Company and Eagle Pass Spanish. He was ordained during the Hispanic camp meeting at Nameless Valley Ranch in Leander, Texas, on June 6, 1997. He and his wife, Mary Ann, have been married for 35 years. They have two adult married children and five grandchildren. His personal interests include health, fitness, reading and traveling.
